Former Higher, Tertiary science and technology minister Jonathan Moyo claims that Mnangagwa is de jure head of state while the de facto President is General Chiwenga.

Moyo says, "The elephant in the room at State House in Zimbabwe is that thanks to Chiwenga's coup d'etat, Zanu PF has gone with President Mugabe. Yes, Zanu PF is dead. The de facto ruling party is now ZDF. While Mnangagwa is de jure head of state, the de facto President is General Chiwenga!"
