The Nkosinathi Ncube led Zimbabwe National Road Administration (Zinara) has achieved its first-ever 100% clean audit from the Auditor General for the year ended December 31, 2023, marking a groundbreaking moment in public sector accountability under Zimbabwe's Second Republic.
This milestone, the first in Zinara's history since its establishment in 2002, reflects the successful implementation of recommendations from the 2018 Grant Thornton forensic audit. The audit had exposed significant governance and operational irregularities within the organisation.

Zinara's turnaround is attributed to sweeping organisational reforms initiated as part of parastatal restructuring under President Mnangagwa's leadership. These reforms have focused on instilling good governance, improving operational efficiency, and promoting transparency.
Speaking at the 8th Annual General Meeting (AGM) held today, Minister of Transport and Infrastructural Development, Felix Mhona, commended Zinara's efforts to comply with Section 33 (3) of the Public Entities Corporate Governance Act, which mandates annual general meetings with ministry representatives and stakeholders.
"I applaud Zinara for adhering to corporate governance principles and voluntarily subjecting itself to oversight. This demonstrates the remarkable progress achieved by the board and management," said Minister Mhona.

The minister hailed Zinara as a flagship parastatal that epitomises good governance and financial prudence. "Improved disbursements to road authorities and the periodic publication of these disbursements showcase transparency and efficiency. A strong reputation is critical, and Zinara is setting a new standard," he added.

Minister Mhona urged Zinara to embrace smart tolling technologies to enhance operational efficiency further. Zinara CEO, Mr. Nkosinathi Ncube, called on the public to actively monitor road fund utilisation to ensure contractors deliver quality work.
The Authority's transformation includes publishing audited accounts and increasing funding to road authorities, signaling an era of greater accountability in the management of public funds.
