Chiwenga says Zimbabwe is a unitary State

Vice President Dr. Constantino Chiwenga has reaffirmed Zimbabwe's commitment to being a unitary state, emphasizing the critical importance of ensuring equitable development across all provinces. His remarks came during the inaugural devolution and development meeting with the Ministers of State for Provincial Affairs and Devolution, which was chaired by President Emmerson Mnangagwa at State House in Harare yesterday.

The meeting marked the beginning of a new era of governance and national development, with the Government setting the stage for deeper decentralization and more localized approaches to achieving the country's development goals.

VP Chiwenga emphasized that President Mnangagwa holds a unique and unified mandate, being the only leader elected by the entire nation as one constituency. This, he said, underscores the collective responsibility of all in the administration to work towards the progress of the entire country, ensuring that development is balanced and benefits all regions equally.

"Be reminded that the President is the only one elected by the whole nation as a constituency. In other words, he is the only person in the country elected by the entire country as one constituency," said VP Chiwenga. "Any disparity in development in your provinces reflects back to him who is also the appointing authority and therefore accountable to the development of the whole nation."

The Vice President reiterated that the responsibilities of Provincial Ministers extend beyond politics, having a direct impact on the social and economic well-being of citizens. He urged the Ministers to take ownership of their roles and to be the eyes and ears of the President within their provinces, measuring public sentiment and ensuring that government actions align with the needs and aspirations of the people.

"Our focus on provincial affairs and devolution reflects our shared commitment to ensuring equitable growth, empowerment, and unity throughout all provinces," he added. "You are entrusted with the immense responsibility of coordinating and implementing policies that advance economic development, enhance infrastructure, and empower communities."

VP Chiwenga emphasized the role of Provincial Affairs Ministers in facilitating collaboration between national and sub-national structures, ensuring that resources are allocated equitably, and that every district and ward receives the support needed to thrive. This, he noted, would help build a Zimbabwe where no one and no place is left behind, aligning with President Mnangagwa's vision for inclusive national development.

The Vice President also stressed the need for integrity, empathy, and unwavering commitment to progress in the Ministers' work. He reminded them that they are the custodians of the hopes and aspirations of millions of citizens, and their leadership should be guided by these values to achieve the country's goals.

"As Ministers of State for Provincial Affairs and Devolution, you are the custodians of the hopes and aspirations of millions. Let your work be guided by integrity, empathy, and unwavering commitment to progress," said VP Chiwenga.

Furthermore, VP Chiwenga highlighted the significance of the meeting as an opportunity for Provincial Affairs Ministers to provide an update on the current state of affairs in their provinces, addressing matters related to economic, social, political, cultural, environmental, and governance issues.

He concluded his address by reinforcing the importance of the ministers' role as the first point of contact between the Government and the citizens, ensuring that the needs of the people are addressed and that development initiatives are implemented effectively.

The inaugural meeting is expected to set a strong foundation for the Government's efforts to foster unity and promote sustainable development across all corners of Zimbabwe.
