Bulawayo City Council registers construction boom

The Bulawayo City Council (BCC) approved building plans valued at US$4.6 million in April, reflecting a 2.32% increase compared to the previous month, according to the latest council minutes.

The report from the Department of Housing and Community Services indicates that 697 building plans were processed during the month. Of these, 381 plans were referred to other departments for further processing, while 316 were completed, generating approximately US$63,208.04 in plan submission fees.

The council also ramped up monitoring efforts, carrying out 1,659 building inspections in April — an 11.87% increase from the previous month.

"As a result of these inspections, 75 buildings were issued occupation certificates, 33 dilapidated structures were inspected, and four public buildings were assessed," the minutes noted.

From these activities, the city collected an estimated US$10,635 through building inspections and other regulatory actions.

In terms of compliance, the city revisited several non-compliant properties. Out of these, one property had fully complied, three were in the process of complying, while 26 remained defiant, having made no effort to meet the city's by-law requirements.

The council is now considering forming an interdepartmental enforcement team aimed at increasing pressure on non-compliant property owners.

City officials say the move is part of broader efforts to ensure building safety, urban orderliness, and adherence to municipal regulations as development continues across Bulawayo.
