Moscow. May 8. Interfax-TELECOM - The situation with the withdrawal of licenses from Telecel Zimbabwe by the authorities of Zimbabwe, a subsidiary of Vimpelcom Ltd., might be discussed during the visit of the President of Zimbabwe Robert Mugabe in Moscow, (source Interfax familiar with the situation).

R.Mugabe will take part in the festivities dedicated to the 70th anniversary of the Soviet victory in the Great Patriotic War, reported Friday edition of the Zimbabwe Independent.

According to the source, "Interfax", during a visit to Russia R.Mugabe "with high probability" will discuss the situation about the license Telecel.

As reported, in April, service on supervision in sphere of communication of Zimbabwe notified  Telecel Zimbabwe on the cancelation of its license to provide cellular services. According to the authorities, this decision was taken after Telecel did not make the license fee payment. Another claim to Telecel was failure to comply with the law of 2010, under which foreign investors have to sell controlling stakes to local black residents or public funds to encourage business development in the country (black ownership law). Currently Vimpelcom owns 60% of Telecel.

Service gave the subsidiary of Vimpelcom three months to decommission equipment, and one month for customer service, so customers have to move to another operator.

Previously, the company stated that "this measure is unfair and unfounded. Telecel did everything possible to fulfil all the legal and regulatory requirements in Zimbabwe, and strongly opposed to such measures." The operator and its shareholders are taking immediate action to appeal the decision, reported by Telecel.

On Friday, Telecel reported that the High Court of Zimbabwe has suspended the decision and the regulator is to revoke the license for all the period of the Telecel’s appeal. "We believe that after a comprehensive and fair hearing our license will be fully restored," - said Telecel.

The government of Zimbabwe cannot be limited to revocation of the license, says the publication in New Zimbabwe. It is possible that it will try to force Vimpelcom to sell the company's stake in Telecel Zimbabwe to Masawara millionaire Shing Mutasa, New Zimbabwe reported on Thursday. However, this plan is unlikely to meet the unanimous support of the cabinet of ministers, the newspaper notes.

The oldest African leader (February R.Mugabe filled '91) will also discuss in Moscow the progress of the multi-billion dollar platinum project "Darvendale" planned group Vi Holding Vitaly Maschitskogo with the support of the state corporation "Rostec" says Zimbabwe Independent.

Telecel - the third largest operator in Zimbabwe, its subscriber base by the end of 2014 amounted to 2.2 million.

Vimpelcom Ltd. - The seventh in the number of subscribers of the telecommunications company in the world, serving about 221 million users. In addition to the Russian "VimpelCom" (MOEX: VIMP), the company owns 100% of Italian Wind Telecomunicazioni. Vimpelcom also owns a 51.7% stake in Global Telecom Holding (GTH), which owns a stake in the largest mobile operators in Algeria (Djezzy), Pakistan (Mobilink), Bangladesh (Banglalink), Zimbabwe (Telecel Zimbabwe).

The main shareholder of Vimpelcom - "Alfa Group" Mikhail Fridman and his partners, which owns 47.85% of the voting shares and 56.2% economic interest. Norwegian Telenor owns 42.95% of the votes and 33% economic interest.

Москва. 8 мая. ИНТЕРФАКС-ТЕЛЕКОМ - Ситуация с отзывом властями Зимбабве лицензии у Telecel Zimbabwe, "дочки" Vimpelcom Ltd., может стать предметом обсуждения в ходе визита президента страны Роберта Мугабе в Москву, сообщил "Интерфаксу" знакомый с ситуацией источник.

Р.Мугабе примет участия в праздничных мероприятиях, посвященных 70-летию победы СССР в Великой Отечественной войне, сообщило в пятницу издание Zimbabwe Independent.

По информации источника "Интерфакса", в ходе визита Р.Мугабе в Россию "с высокой долей вероятности" будет обсуждаться ситуация с лицензией Telecel.

Как сообщалось, в апреле служба по надзору в сфере связи Зимбабве уведомила Telecel Zimbabwe об аннулировании ее лицензии на оказание услуг сотовой связи. Такое решение регулятор принял после того, как, по мнению властей, Telecel не внесла лицензионную плату. Еще одна претензия к Telecel - невыполнение закона 2010 года, согласно которому иностранные инвесторы должны продавать контрольные пакеты местным чернокожим жителям или государственным фондам, чтобы стимулировать развитие бизнеса внутри страны (black ownership law). В настоящее время Vimpelcom принадлежит 60% Telecel.

Служба дала "дочке" Vimpelcom три месяца, чтобы вывести из эксплуатации оборудование, и один месяц на обслуживание абонентов, чтобы они успели перейти к другому оператору.

Ранее компания заявляла, что "эта мера несправедлива и необоснованна. Telecel сделал все возможное, чтобы выполнить все юридические и регуляторные требований в Зимбабве, и настойчиво возражает против таких мер". Оператор и его акционеры предпринимают немедленные действия, чтобы обжаловать это решение, сообщала Telecel.

В пятницу Telecel сообщила, что Высокий суд Зимбабве приостановил действие решения регулятора об отзыве лицензии на период рассмотрения апелляции компании. "Мы верим, что после всеобъемлющих и справедливых слушаний наша лицензия будет полностью восстановлена", - заявила Telecel.

Правительство Зимбабве может не ограничиться отзывом лицензии, полагает издание New Zimbabwe. Не исключено, что оно попытается вынудить Vimpelcom продать долю в Telecel компании Masawara зимбабвийского миллионера Шинги Мутаса, сообщило New Zimbabwe в четверг. Впрочем, этот план вряд ли встретит единодушную поддержку кабинета министров, отмечает издание.

Старейший африканский лидер (в феврале Р.Мугабе исполнился 91 год) также обсудит в Москве ход реализации многомиллиардного платинового проекта "Дарвендейл", планируемого группой Vi Holding Виталия Мащицкого при поддержке госкорпорации "Ростех", сообщает Zimbabwe Independent.

Telecel - третий по величине оператор Зимбабве, его абонентская база по итогам 2014 года составила 2,2 млн.

Vimpelcom Ltd. - седьмая по количеству абонентов телекоммуникационная компания в мире, обслуживающая около 221 млн пользователей. Кроме российского "Вымпелкома" (MOEX: VIMP), компании принадлежит 100% итальянского Wind Telecomunicazioni.
