In the education sector, he said there should be a state university in each province, "three of which are currently under construction - Gwanda State University, Manicaland University of Applied Science and Marondera State University respectively."
The President also spoke about the need to rescuscitate the health sector which he said requires the retention of staff.
He re-iterated government's stance to scrap off certain debts for urban and rural council residents after realising that most people were being weighed down by debts dating back to February 2009.
President Mugabe encouraged the people of Zimbabwe to rally behind the hosting of the UNWTO General Assembly later this month, adding the tourism sector has a huge potential to create employment.
