Ugandan President Yoweri Museveni has, in an about-face, said that it is beneficial for one person to rule a country for a long period, citing his own 26-year tenure as having helped him morph into an "expert on governance", the Monitor reported on Monday.

According to the report, Museveni said African problems were "a result of lack of proper research and wrong advice from outsiders".

A statement emailed to Monitor, by the country's deputy presidential press secretary, Ms Lindah Nabusayi, read: "President Museveni has defended his long stay in power, saying that it has helped him to learn many things, and he is now an expert in governance."

This is the second time in less than a year that Museveni has publicly hinted about his motivation to cling to power and how that has enhanced his ability to lead more effectively.

At the height of the walk-to-work demonstrations in April last year, he told a press conference that he had "been around for some time", and this had helped helping him understand how to deal with Western powers.
