26-year-old Mathusela Sibindi found a dead newborn when he looked into a plastic shopping bag in a stream between extensions 1 and 4 in Johannesburg's Diepsloot yesterday.
This was the second newborn baby found dumped in the informal settlement in two weeks.
Earlier this month a baby's body was found in a plastic bag in a stream between extensions 6 and 7.
The baby had a hospital name tag on its arm.
Mathusela (26) said: "I saw a woman wearing a black jacket carrying a plastic bag and dumping it.
"I became suspicious and as I approached I saw blood on it. I found a newborn baby with a shoelace around his neck."
Mum of two, Phatuma Mabaso (34), said: "Why wait for nine months to have a baby and kill it? These women who sleep with boys and kill babies in such a cruel way deserve serious punishment."
Joyce Lesiba (42) accused residents of using the settlement as a baby dump. "Someone from the RDP houses was found to have done the same, but we residents from the informal settlement get the blame."
She said she was fed up with Diepsloot, "where it is not safe to live with kids".
Emma Schneider of Diepsloot Impact African Baby Rescue Centre urged people who didn't want their babies to go to Number 385 Ravele Street and drop the child in a box where no one would see them.
Constable Vincent Mashiteng said: "A case of concealment of birth was opened. We appeal to the community to assist with information".
