Academically gifted pupils will be allowed to skip grades as part of Governments accelerated learning programme.
In the past, the same programme was being implemented.
Primary and Secondary Education minister Lazaras Dokora said school heads who are ignoring the policy are committing an offence.
"When pupils deliver excellent performance in their classes they must be allowed to skip a grade and proceed to the next one" he said.
"School heads who are failing to implement accelerated learning in schools are hindering progress by ignoring rules and regulations formulated by the Government" he added.
He did not specify what action would be done.
To facilitate the programme, psychologists have been recruited in each province to screen pupils.
"Teachers must identify who performs very well in class and with the help of a psychologist the pupils are tested according to international standards' he added.
