Teacher transfer system shrouded in secrecy

A call has been made for government to address the teacher transfer system which is said to be shrouded in secrecy.

The transfer of teachers from a rural to an urban setting has become a mammoth task.

Even if the teachers get transfer letters from their respective schools, it is alleged officials at the Civil Service Commission have perfected bureaucracy and are demanding brown envelopes from the already cash strapped teachers.

The Zimbabwe Teachers Association (ZIMTA) said transfers are difficult for primary teachers, adding that the government should address the issue by removing all the hurdles and making it policy for couples to teach in the same area.

"We have received so many reports and it is unfair on teachers. This is fuelling the spread of diseases if couples a teaching far away from each other," said Mr Sifiso Ndlovu, the ZIMTA CEO.

Teachers Union of Zimbabwe (TUZ) CEO, Mr Manuel Nyawo said there is rampant corruption in the system, pointing out that there is need to bring justice to the issue.

"We can mention names of the corrupt officials, government should look into the issue," he said.

Some teachers wishing to transfer have been on the waiting list for more than a year while others have been referred from one official to the other.

Contacted for comment, the Ministry of Primary and Secondary Education said all transfers are being handled by the Civil Service Commission.

Efforts to get a response from the Civil Service Commission were fruitless.
Reports from the National AIDS Council (NAC) indicate that 60 percent of the new HIV infections that were recorded during the first quarter of the year were among people in steady relationships and marriages.

Separation from partners has been identified as one reason that is fuelling the spread of HIV.
