Outrage over video showing little girl leashed like a dog in a park

Police in Russia are investigating a disturbing video showing a leashed girl, aged about five-years-old, walking like a dog in a park.
The girl behaved like a dog, according to a witness.
An eyewitness said: "I watched them for ten minutes, the child ran around on all fours. Very skilfully, I would have said."
Other children in the park reportedly fed her bread like a dog.
According to the eyewitness, the little girl did not stand up on two legs at all.
