Spot fines boost police finances

Home Affairs permanent secretary, Melusi Matshiya has said spot fines have added a healthy $59 million to the the Zimbabwe Republic Police (ZRP) bank account.
Matshiya said his ministry is not remitting funds collected by the police, Registrar-General's Office, Immigration and other departments that fall under the ministry.
"Treasury gave us the authority to retain funds, they get our audit reports and they have confidence in us," he told the Parliamentary Portfolio Committee on Home Affairs on the 2017 National Budget on Tuesday.
He said cops found abusing the spot fines have been prosecuted and some even committed suicide.
According to Matshiya's projections, the police collect an average of just under $5 million a month in spot fines.
About $339 million would be spent on wages and other administrative expenses, leaving only $25 million for operations.
