Zinara owes BCC $400 000 for water

Bulawayo City Council (BCC) has revealed that Zinara owes it $400 000 after it recently paid $200 000 part of the debt which has placed the local authority in a precarious situation where it struggles in its service delivery.
The Director of Engineering Services Simela Dube confirmed that ZINARA was not releasing money to Council hence the poor service delivery.
"Council had been trying to balance the day to day operations with the little resources that were available. He then suggested that the matter should be resolved amicably by both parties and water be reconnected," he said.
"In response the Financial Director said that ZINARA owned Council $600 000 and had only paid $200 0000 which hindered Council from carrying out its operations effectively. He said that in the past, Council had always disconnected water in order to fund the city and residents would come to settle their bills. Water was disconnected the usual way."
Latest council minutes states that with regard to the statistics requested by Councillor Charles Moyo, the Financial Director did not have the figures at hand however he said the statistics would be availed in the Council meeting on Wednesday, 4th July, 2018.
"The Acting Chamber Secretary advised that there was no report on water disconnections in the last Finance and Development Committee. The Financial Director had reported verbally that an advertisement would be flighted informing the residents that there would be an intensive water disconnection. The Committee had agreed that the timing was wrong for the advertisement, however it was not clear whether Council should abandon the whole exercise," the minutes read in part.
