Mugabe's outburst on devolution misplaced - Dabengwa

Dr Dumiso Dabengwa, the former ZIPRA military and intelligence supremo says outbursts by his former boss President Mugabe regarding the issue of devolution of power is misplaced.
"The outburst recently, with all due respect, with our president that he and his politburo are opposed to devolution of power is misplaced. The president and his politburo have no power to reject the people's will," said Dabengwa addressing a press conference in Harare on Friday.
Dabengwa said the fact that devolution's score of six out of ten political provinces' support is clear that Zimbabweans are in support of it. Dismissing as baseless the grounds that Zanu-PF is using to reject the concepts Dabengwa said that the people are already divided:
"Zanu-PF is opposing the inclusion of devolution in the constitution on the grounds that it will divide the people of Zimbabwe. The people of Zimbabwe are already divided," he said.
He said the current situation of a centralized government was only designed to make sure that the people feel the power as everyone else will be forced to go to Harare for all services before pointing out that even some members of Zanu-PF were rallying behind his party's devolution agenda but could not openly do so because of fear of victimisation synonymous with President Mugabe's party.
Dabengwa also lambasted the army generals who in the past have openly indicated that they support Zanu-PF saying it was very unfortunate.
"As a former military person myself, I think it is very unfortunate that my fellow military men are miscarrying their duties. The army personnel are supposed to get into politics unless they are prepared to take off the camouflage and go full time into politics. It is rather unfortunate that they have become a Zanu-PF commissariat," he added.
