Ministry conducting assessment programme

The Minister of Local Government, Rural and Urban Development, Dr Ignatius Chombo says his ministry with the support of the World Bank recently undertook and concluded a service level bench mark exercise in all urban councils with a view to identify areas of need.

Speaking during the 2013 Local Government Merit Awards in Bulawayo, Dr Chombo said the Urban Councils Assessment Exercise between his ministry and the World Bank complements a needs assessment programme that is currently being done by his ministry.

He said the two initiatives will give a clear picture of the state of affairs in the sector to enable the setting up of a capacity development programme.

Dr Chombo said while some councils performed exceptionally well, there are some whose performance has either remained mediocre or below expectations, largely as a result of sluggish administrative and corporate governance systems.

Kwekwe City Council won the best overall best city award while Makoni Rural District Council won the overall best rural district council.

The merit awards were introduced last year to recognise and appreciate the continued resilience and creativity exhibited by some local authorities.
