'Devolution is the new Revolution'

Movement for Democratic Change leader Professor Welshman Ncube says Zimbabwe has to move away from centralisation to devolution of power in which local communities are able to determine their own affairs.
Ncube spoke as he officially launched the party manifesto in Binga on Saturday.
In his address Ncube said the choice of launching the manifesto at Siachilaba Business Centre in Binga was by design as they wanted to make a statement.
"Our manifesto is a manifesto of the marginalised, for those communities which were deliberately underdeveloped," said Professor Ncube.
"Binga is one of the most marginalised areas that you can find in Zimbabwe that is why we came here to make the statement that we will stand for you, that we will fight for you through thick and thin."
Ncube said the reason why Zimbabwe has degenerated into a poor state is the centralised governance model that has been used in the last 33 years.
"The governance model that we have been using for the past 33 years, was heavily centralised. This patrimonial state has made true citizenry to be heavily reliant on one person," Ncube said.
He pointed out that the Binga area is endowed with natural resources which the locals could exploit for their own livelihood, however, this was not so as other people from communities were given rights to exploit these respires at the expense of locals.
"The first thing that an MDC government will do is to abolish the central system of government and replace it with a devolved system of government," said Ncube.
