BULAWAYO town clerk Middleton Nyoni has said the local authority has finalised modalities to implement the cancellation of debts, saying new figures will start reflecting in September.
Local Government, Public Works and Urban Development minister Ignatius Chombo ordered all local authorities to write off debts, a move that got mixed reactions from the public.
Nyoni said the local authority was finalising writing off debts as directed by Chombo.
"A directive is a directive and it has to be respected," he said.
"We are still working on the modalities of complying with that."
Bulawayo residents who have been complaining about Bulawayo City Council's flawed billing system, in recent days flocked to the Revenue Hall to check whether the council had started slashing their bills, which date back four years.
The council's senior public relations officer Nesisa Mpofu last week said the local authority had started cancelling resident's debts.
