'BCC staff have a hostile attitude'

BULAWAYO City Council staff have a hostile attitude and have not participated fully in programmes coordinated by the Ministry of Local Government, accused minister Ignatius Chombo.
The minister of Local Government, Public Works and National Housing said he was concerned by this behaviour typified by local councillors, elected on a MDC-T ticket.
Chombo said this was seen by the half hearted participation of councillors in the local government ministry coordinated Integrated Result Based Management (RBM) programme.
"Given the said management short comings, government has resolved that RBM be introduced local authorities. So far the ministry has introduced the programme into 16 councils on a pilot basis and this management system should now be adopted by the entire local government sector," he said.
Under this programme all Chief Executive Officers, town clerks and town secretaries shall be on performance based contracts.
"These contracts, shall be as stipulated in the ZimAsset document. That arrangement should be cascaded to lower levels of council bureaucracy in a phased fashion.
"However, I am concerned that some Bulawayo City Council staff have had a hostile attitude and not participated fully in the ministry coordinated RBM training programme,"Chombo said.
Chombo and MDC-T controlled local authorities have always been on a collision course with the latter accusing the former of interfering with the operations of councils.
Although MDC-T maintains they control cities via the elected councillors, Chombo often warns the part to stop confusing councillors with their party view as it is not government policy.
Chombo insists he would be implementing the Urban Councils Act as the minister responsible to protect residents.
