Pubs to close early to curb drunken behaviour?

Bulawayo Mayor, Martin Moyo has caused a stir at a two day residents associations in the city by claiming that there are many drunkards in Bulawayo.
Moyo said this while addressing residents associations from around Zimbabwe that Bulawayo is littered with used condoms, zimbabwefocus reported.
He asked whether nightspots should be closed early to curb what he called unruly behaviour.
"There is too much drunken behaviour in our city and littering is high. You find used condoms all over the streets. Should we close bars at 6pm?" he asked delegates.
The two day summit is being hosted by the Bulawayo Progressive Residents' Association (BPRA).
The council once tried to privatise the beer halls but found no takers. It also tried to lease the properties to churches, without success.
President Robert Mugabe's health advisor Timothy Stamps once proposed that supermarkets must sell alcoholic drinks between 6 am and 7pm.
The draft of the policy unveiled by Stamps proposed that supermarkets, shops and bottle stores must only be allowed to sell alcoholic drinks between 6 am and 7pm, while the selling of beer would be banned after midday on Sundays.
Also to be banned would be the selling of alcohol beverages to visibly pregnant women and people who are already deemed to be drunk.
