Chief Joel Batsirai Nyarumwe of Bindura got a shock of his life when he came across a group of barely dressed men and women.
The incident happened in Supa, Muchapondwa, where the group was inappropriately dancing in front of a crowd which included children.
An eyewitness claims a man and a woman even appeared to be sleeping with each other in broad daylight.
According to Kwayedza, the chief says he was compelled to stop such behaviour which he believes is against their culture.
The incident happened at a bar known as 'The Base' owned by 34-year-old businessman, Wiseman Nengare.
Chief Nyarumwe ordered the rowdy crowd to appear at his court on March 28 where they would be sentenced.
Another eyewitness, David Chikono Magandanga (53) said he had never seen such a thing in his entire life.
"Handina kumbobvira ndakaona zvakadai pakurarama kwangu, zvakaitikira kuseri kwebhawa nechitoro chaWiseman uku kune dzimba dzekubhukisa dzavari kuvakisa (Angikaze ngibone imihlola enje selokhu ngathetshulwa yingwe, kwenzakalela emva kwevinkili lebhawa kaWiseman kumhlubulo wezindlu zokubhukhisa ezakhiwayo)," said Magandanga.
He said the dancers arrived around mid day and were dancing on stage in their underwear.
A female dancer apparently lay on the floor and a male identified as Phiri went on top of her and they danced till they both started sweating.
Some male revellers are said to have 'succumbed' to the atmosphere created by the barely dressed women such that parents were forced to collect their children from the scene.
Villagers are calling for the businessman to be tried as well.
When asked for comment, Wiseman Nengare's wife said the dancers were not undressed.
She added that the complaints were a result of jealousy.
