Bulawayo City Council yesterday proposed a double-pronged 2015 budget that seeks to either increase tariffs by a margin of 4% or maintain the status quo, suggesting the adoption of the 4% tariff hike is likely to improve service-delivery.

Speaking during a stakeholders' budget consultation meeting held at the council chambers yesterday, Bulawayo mayor Martin Moyo encouraged stakeholders to adopt the 4% tariff hike as it would affect service delivery in a positive way.

In preparing the 2015 budget, council has come up with two scenarios that stakeholders have to deliberate on and decide. The first scenario is a standstill budget, meaning no tariff increase.
