Council to 'shoot and kill' stray dogs

Bulawayo City Council (BCC) on Tuesday dispatched a team comprising of details from the Zimbabwe Republic Police, government's Veterinary Services Department and the Society for the Prevention of Cruelty on Animals on a shoot-to-kill mission of any stray dogs roaming the city under an operation code-named, Tie-Up-Order.
The City's public relations office said the move was driven by the increase in cases of rabies positive dogs and people getting bitten by stray dogs that have been reported in Bulawayo, while it is also an enforcement of the Dog Licensing and Control by-laws.
In a notice published on the city council's Facebook page, those who have more than two dogs in an area less than 2 000 square metres should surrender the excess dogs to SPCA in Thorngrove, while residents are required by by-laws to properly secure the 'man's best friend'.
"No person shall keep in the council area more than two dogs on any property measuring less than 2 000 square meters.
"No person shall allow his dog(s) to roam outside his premises without restraint.
"Dogs shall only be kept where the property is securely fenced / walled and gated. (Hedge is not permissible.)
"Dogs within Council area shall be vaccinated against rabies and licensed," read party of the notice signed by Acting Town Clerk, Sikhangele Zhou.
In a schedule released recently, the operation will target low density suburbs for the next 14 days, having started in Waterford and Matsheumhlophe yesterday, Khumalo today (Wednesday), before spreading to other suburbs.
Most properties in the western areas are in the 2000-square metre range, meaning that they are limited to two dogs while low density suburbs with large properties are limited to four dogs.
