BULAWAYO City Council top official has attacked government for causing confusion in local authorities by continues policy inconsistencies.

Acting Town Clerk Sikhangele Zhou said government was issuing contradictory policy statements that only serve to cause chaos.

She said Government has pegged the poverty datum line at $504 but set minimum wage at around $200.

"We are left wondering as to what policy to implement. Government says the PDL is $504 but has issued a salary freeze hike. Workers are demanding to be paid salaries which are in line with the PDL but there is a freeze.

"The ministry of Finance is disputing the PDL figures and RBZ, another arm of government is calling for a salary freeze.

"I have about 2 000 workers mostly in the lower grades who are demanding a minimum of $504 but our coffer are dry. So which policy should we implement?" asked Zhou.

She said government is delaying approving council buts and when it does it would be left with a few months to implement it.
