BCC officials to meet Terraccotta company over Egodini Shopping complex project

Bulawayo City Council officials are yet to meet the Terraccotta Company officials to discuss and agree on the terms and conditions of the construction of the state of the art shopping complex at Egodini Bus terminus in Bulawayo, it has emerged.
The Director of Engineering Services Simela Dube reported he recalled that Council (06-02-2013) had resolved that "Terraccotta (Pvt) Ltd be offered the tender for redevelopment of Basch Street Terminus (Egodini) into a Regional transport hub and Shopping complex and further negotiations be carried out pertaining to land tenure as appropriate".
"As previously reported to this Committee all outstanding issues had been trashed and a final draft lease agreement had been crafted with the concurrent of both parties, these being Terraccotta Trading (Pvt) Ltd and a Committee representing Council. The signature copy had been forwarded to the Company so that they sign their part and forward to Council for final signature. Communication had been received to effect that they have sent signed copies to Council," reads the council minutes.
The minutes states that the Committtee considered the matter and Councillor L. Siziba observed that the issue of redevelopment of Basch Street terminus (Egodini) had taken too long resulting in delays on this project. Councillor E. Rafomoyo concurred.
"Councillor N. Hlabani was concerned that Terraccottra Trading had not started the project. Councillors had in the past requested to meet with Terraccotta representatives so that the constructor could explain reasons for delay here.
The Deputy Mayor (Councillor G. Banda) also said that there should be a time frame on the delivery of the signed lease agreement. If it was not signed within a reasonable time the issue should be re-examined as soon as possiblem," reads the minutes.
"The Chairperson (Councillor C. Moyo) requested that a detailed report on the redevelopment of Basch Street terminus (Egodini) be submitted to the Committee as soon as possible."
"In response the Acting Town Clerk Sikhangezile Zhou advised that according to Terraccotta Trading copy of the Lease Agreement had been sent by courier. However the document had still not arrived. On the issue of Councillors meeting with Terraccotta, she explained that it was unusual for policy makers to carry out negotiations. Councillors would only meet with representatives from Terraccotta after the signing of the Lease Agreement. A detailed report would be submitted accordingly."
