BCC to adopt Swedish Symbio City approach

Bulawayo City Council officials have since met with the SKL international organisation to chat the way forward over the Swedish Support for decentralization and local government.
According to the latest council minutes the Acting Town Clerk Sikhangezile Zhou reported that she had received a letter from the SKL International expressing their wishes to carry out a pre-study to map current initiatives, identify gaps and potential themes for Swedish support to decentralization and local government.
"The above organization had sought to meet with the stake holders in the city including His Worship the Mayor, Councillors and municipal officials," reads the minutes.
"The meeting had been scheduled for 2 October 2015.Unfortunately due to the City's loss of the Town Clerk the meeting had been cancelled as it clashed with the burial. SKL International Association representatives were however already in the city and had met with the Director of Engineering Services and the Senior Public Relations Officer and introduced their project - Symbio City."
The minutes states that Symbio City was the trade mark term for Swedish's approach to sustainable urban development. Established in 2008 the program's primary goal was to export Swedish knowledge and experience with sustainable cities.
"It had been created in order to assist Swedish environmental technological companies with their international marketing by creating a common trademark. Symbio City aimed to 'get more for less', creating synergy by integrating different technologies and city functions. According to Symbio City approach, environmental and economic gains resulted from unlocking synergies between urban systems," states the minutes.
"The seven building blocks of Symbio City were: architecture; energy; landscape planning; traffic and transport; waste management; urban functions, industry and buildings; water supply and sanitation. Several hundred Swedish consultants, contractors and system suppliers were connected to Symbio City. Symbio City was scalable, and adapted to any climate."
The minutes say Symbio City as a trade mark had been launched in 2008, and was administered by the Swedish trade council. The name Symbio City is a play on the words, combining "symbiosis" and "city".
"The Symbio City Programme touched on good urban governance, spatial planning systems for land and management, legislation and polices, proper financing, public and private cooperation, public participation, education, training and information," reads the minutes.
The council granted authority for management to share technical and financial information with the SKL International (association of Swedish Local Authorities) in any areas listed above for possible future collaborations.
