Govt fails to pay for BEAM since September 2014

Bulawayo City Council has indicated that government of Zimbabwe has not been paying school fees for children under the Basic Education Module facility since third term in 2014 amid indications that the government is struggling to get funds for the programme.

The Director of Housing and Community Services Isiah Magagula reported that the first month of the second term saw little activity in terms of fees payment.

At the close of the first term it was reported that the majority of pupils had not paid for their tuition with a total of $1163393 owing.

"The total amounts collected for tuition fees as at 30th June 2015 was $362 471 and the cumulative debts were $1 234 411.

Nothing had been paid for Beam since the 3rd term of 2014. There was no indication whether there were any funds for Beam for 2015. The arrears for these still stood at $36825 for tuition fees and $36 417 for Parent Teacher Association (PTA) levies)," reads council's latest minutes.

"The schools engaged debt collectors since 2013 to date with fifteen out of thirty schools having engaged these. In terms of statistics collected from these schools $397 838 was contracted out to debt collectors to collect and to date only $51437 had been collected. It seemed this had not yielded the desired results at all."
