Council sells property to Association of the Deaf

Bulawayo City Council is selling one property in the city to the Association of the Deaf in Zimbabwe for the purpose of establishing a factory for the manufacturing of school furniture sliding gates, door frames and window frames.
Latest council report states that the Acting Town Clerk said council had resolved to sell Stand 15228 Kelvin West in extent 1839m2 to the Association of the Deaf (ASSOD) at a selling price of $7 400 excluding VAT, for the establishment of a factory for the manufacture of school furniture, sliding gates, door frames and window frames.
"Subsequently, a formal letter of offer was sent to the Association where details of Council's terms and conditions of sale were outlined," states the minutes.
"The following letter had now been received from the Association: "The abovementioned Association was allocated Stand 15228 Kelvin West in terms of your letter dated 10 June 2015. We had indicated that our benefactor, USAID would prefer a lease arrangement so that the bulk of the funding is directed towards construction and initial capital outlay. Please could you assist in this regard."
The minutes say meanwhile, council would appreciate submission of the building plan as a matter of extreme urgency to avoid withdrawal of funding. We have been advised that there will be need for the advertising stage for objections. ASSODs request is therefore at own risk without prejudice to Bulawayo City Council.
"The Association's request was not unprecedented as Council now extended the facility where purchasers could lease with option to purchase upon meeting the required building conditions as an incentive to promote development. Indeed the City Valuer had recommended a rental of $46 pm subject to review at the pleasure of the Council," reads the minutes.
"The Acting Town Clerk had therefore recommended that the Council's previous decision be amended to allow for Stand 15228 Kelvin West to be leased to the Association of the Deaf (ASSOD) at the recommended Rental of US$46 per month, subject to review at the pleasure of the Council and that all other terms and Conditions of Sale remain unchanged. The matter was considered and Councillor C. Moyo observed that the stand was already allocated to the applicants. In view of this he sought clarification on the intentions of the request and the monthly rentals of $46. In the response to the question the Acting Town Clerk explained that the stand was allocated to the applicants for an outright purchase. However due to financial challenges they now wished to lease the stand."
