What every motorist in Zimbabwe needs to know

Transport and Infrastructural Development Minister Dr Joram Gumbo in terms of Section 81 of the Road Traffic Act (Chapter 13:11) has passed a new Statutory Instrument 129 of 2015 that makes it illegal to drive vehicles without spare wheels, reflective triangles and fire extinguishers as well as for a vehicle to be fitted with more than two spot lights.
Offenders are punished with either a fine or imprisonment (however, no amount is mentioned nor length of probable jail time).
These regulations came into effect on Monday 14 December. This is being done to curb the amount of road carnage and death on our roads.
Just recently Government, through the National Budget mentioned that as of 1 January 2016, road fines will be revised to be as high as $100.
Items that one is to carry on their vehicle are:
a serviceable spare wheel
an efficient jack
a wheel-brace or wheel-spanner capable of undoing the vehicle's wheel-nuts
a serviceable fire extinguisher (weighing 0.75kg for light vehicles and (1.5kg for heavy vehicles)
Interestingly, a law similar to this was passed in December 2010 that contained most of the above, but it was later found to be unlawful and was revoked two years later in November 2012. It was ruled that the Statutory Instrument regulations had been improperly gazetted and, therefore, were null and void.
Corruption at many of these roadblocks have been called out and whether ZRP manages to overcome this we'll have to wait and see.
