Councillors move motion on Mabuthweni houses

Ward 13 Councillor Lot Siziba recently moved a motion during full council meeting that houses occupants at council owned properties in Mabuthweni and Iminyela should but given to the occupants as they risked losing them to unscrupulous associations and dealers.
Latest council minutes states that the Director of Housing and Community Services reported (3rd March, 2016) that the following motion had been received from Ward 13 Councillor Siziba: a Mabutweni and Iminyela residents were raising a motion on rentals to ring fence $34 for the building of toilets to facilitate home ownership.
"Without ownership some rightful owners were at risk of losing their properties to
unscrupulous residents associations e.g. a house at Mabutweni No. 58259/3 had been changed from Ms E. Tshuma to Ms E. Nyathi without her knowledge, this was just a tip of the ice berg there were so many families who had their homes, e.g. Houses 58161/4 and 58232/3 Mabutweni, Bulawayo," reads the minutes.
"Response and Proposals for (a) of the motion were as follows: Mabutweni houses had been rented for over 50 years. The conversion exercise had been ongoing for sometime. The process had been stalled among other reasons, servicing and the approval of title surveys in the instances where requisite individual toilets and additional rooms were done. Those houses with outstanding individual toilets and additional rooms still awaited capital funding which had not been secured yet."
The minutes states that two options for attaining home ownership for those properties without toilets were as for those who want to put toilets only.
The minutes states that Mpopoma housing office to provide a clearance letter that one was the bona fide occupant of the property as per Council records in individual tenancy files, Client to provide updated bill payment on rent, Client to use plan provided by Council for the toilet, Plan with Individual toilet to be submitted for approval, Pegging for toilets to be done by Council, Client to hire private builders to build toilet structure, Council to make sewer and water connections at client's expense as per policy, and once the toilet was working the client applied to the housing office for Home ownership applications.
