Local Government Permanent secretary George Mlilo has reportedly ordered Bulawayo City Council to reverse the $60 million eGodini Shopping mall deal.
Mlilo was in Bulawayo this week for a string of meetings with council and residents association officials.
The local authority has already ordered the operators to vacate the city's busiest terminus by April 30 to pave way for the mall construction.
The $60 million project, set to create more than 1,000 jobs for city residents was scheduled to commence at the beginning of May.
However, Mlilo dropped the bombshell this week.
"The directive hinges on alleged links of a top councillor to the South African firm ( Terracotta Trading Private Limited).Investigations are ongoing" , said a source to Bulawayo24.com.
"Mlilo engaged council officials on the matter and he was not happy with the deal".
Mlilo once served as council director of engineering services.
Handover of the site and the ground breaking ceremony was set for the beginning of May.
The implementation of the first phase of development (lower ground and public transport facilities) was projected to be completed in six months time.
