Harare Residents Trust has said it has always had clashes with the Human Resources and Business Committees of the city which appeared to be more in control of illegal recruitment of personnel into such departments.
"The auditing of Harare City Council business units is necessary and long overdue," said the trust. "The Harare Residents' Trust has always had a problem with the operations of the Human Resources and Business Committees which appear to be more in control of the illegal recruitment of personnel into such departments as City Park and EasiPark, which have not remitted much money into the coffers of the City of Harare."
The trust said their accounts are reportedly independent of the City Treasury Department, meaning the City's Finance Director has no access to the City Park and EasiPark finances and therefore lacks oversight control.
"So the call to have these arms audited is received with excitement as we definitely know that the game is up for a lot of officials in the council and councillors who have made these places of council operations their personal territories where even unemployed councillors have amassed such wealth that some now even drive around in the latest BMWs. How have they managed this under the biting socioeconomic hardships?" said the trust.
