Binga councillor petitions Mat- North PA over CEO

Binga ward councilor Themba Munkombwe has petition Matabeleland North Provincial Administrator Lathiso Dlamini over the alleged clandestine op3eration of the Chief Executive officer Joshua Muzamba whom he accused of mismanagement of funds.
In a later dated April 21 this year Munkombwe said his primary objectives was to express an opinion on the adequacy and effectiveness operations of Binga Rural District Council.
"It has just been unfortunate to employ Joshua Muzamba as substantive CEO because council employed someone dismmised from previous employment for serious misconduct acts and bad reputation that has become detrimental and compromised the integrity of Binga Rural District Council, "Munkombwe wrote.
"The council has ghost workers Sylvia Chuma who is paid via lawyers due to her private employment contract with Joshua Muzamba. The CEO is recruiting council staff without procedures."
He said Joshua Muzamba has come to loot within Binga RDC instead of bringing development," Munkombwe wrote.
"Muzamba is threatening and intimidating Binga councillors that he has powers to do whatever in the pretext that he is central committee member of Zanu PF. According to RDC acts section 157 (1) the President may in the interest of the inhabitants of a council area, may suspend any councillor from exercising any of his functions," he wrote. "Section 27 (2) of the constitution of Zimbabwe, specifies that an Independent Tribunal is the one which removes a councillor if he or she has an inability to perform the functions of his or her office due to gross incompetence gross misconduct, conviction of an offence involving dishonesty, corruption or abuse of office and wilful violation of the law."
He wrote that however sections 68 and 69 of the constitution of Zimbabwe specify respectively that an alleged or accused person have a right to administrative justice and a right to a fair hearing.
"Therefore as a policy maker at local government level, i have proved Muzanmba to be compromising and totally incompetent to his job title within Binga RDC," he wrote.
Dlamini was yet to respond to the letter.
