Government is also struggling to pay traditional chiefs monthly allowances as they have gone for three months without pay.
Vice President Phelekezela Mphoko was last week confronted by Chief Vezi Maduna of Filabusi over the matter.
"We're working hard to make sure that there's peace in the communities.
"We leave our families on a daily basis to work for the people and see that their lives are uplifted. We've gone for three months without pay and I want to appeal to the government to pay us," he said.
"I'm hopeful that VP Mphoko will talk to the Finance Minister on our behalf so that the welfare of the chiefs is catered for," said Chief Maduna.
Government is battling to pay civil servants on time.
The army and airforce are expected to be paid July salaries today.
