Zanu PF, MDC-T councillors portraying themselves as super councillors

Harare Residents Trust has accused the Zanu PF and the MDC-T councillors in the city of Harare of pretending as if they are super councillors  running the council through some council managers.

"When you speak to most councillors from Zanu PF and the MDCT in the Harare City Council, they always reveal that there are Super Councillors running the City of Harare through some Council Managers especially Cainos Chingombe, the Human Capital Director," said the trust.

"These Super Councillors repeatedly mentioned are Hebert Gomba (Ward 27, Glen Norah), Panganayi Charumbira (Ward 33, Budiriro), Wellington Chikombo (Ward 28, Glen Norah A) and Peter Moyo (Ward 13, Rugare, Lochnivar, Southerton). Through their strong network with Chimombe, the insiders indicate that these councillors have been able to recruit, using their agents like Alois Masepe at Harare Sunshine Holdings, which runs a privatised council entity which has control over City Parking, Shawasha Bus Complex and Mabvazuva, formerly the Caravan Park where they are represented by Councillor Tranos Moyo."

The trust said the Councillors in Harare no that there is no council resolution that allowed them to establish Harare Sunshine Holdings, yet they have all been taking council resources through these business units, which are not accountable to the Council in reality.

"What this means is that the Harare Sunshine Holdings, established by the former Town Clerk Dr Tendai Mahachi when he was stripping the assets of the City of Harare, is an entity that is publicly said to be an investment of the City of Harare but in reality this is a private entity benefitting these Super Councillors, Cainos Chimombe and Dr Mahachi, who is reportedly still on the payroll of the Harare Sunshine Holdings. This, despite being out of the City of Harare," said the trust.

"The Harare Residents' Trust (HRT) has been able to secure evidence that demonstrates their hand in the operations of these firms and believes that these identified individuals have largely benefited financially from their close association with the City management. The HRT is therefore calling on the City of Harare to disband the Harare Sunshine Holdings and make these entities directly fall under the City Treasury Department so that their incomes are directly received by the City of Harare, and ultimately for the benefit of residents."
