Parkingson (PVT) Limited seeks reduction of rates

Parkingson (PVT) Limited has written to the Bulawayo City council through its lawyers seeking a reduction of rates.
This was revealed by the Financial Director Kempton Ndimande told the council that Sansole and Senda Legal Practitioners had written on behalf of their client Parkingson (Pvt) Ltd requesting Council to consider reducing rates on Stand 1038A being 73 Herbert Chitepo Street following a fire on 15th September 2015 that had gutted the premises.
"The fire had partially destroyed the premises rendering them not suitable to carry on business activities for the period 15th September 2016 to 4th November 2016 (14.5 months) that reconstruction was taking place," reads the council.
"The Chamber Secretary (Valuation) had written on 7th November 2016 that he had carried out an inspection on 4th November 2016 which had revealed that the building had since been refurbished, and he had learnt that the building started operating beginning of November 2016."
The latest minutes states that the City Valuer noted that the owners rates owing as at 31 August 2015 before the fire incident was $14 418.
"The owners rates owing as at 31 October 2016 was $21 829.95 meaning
that the owners rates billed during the period of inactivity was $7 410.98. He had therefore suggested that on compassionate grounds the figure of $7 410.98 be waived," reads the minutes in part.
"It was therefore recommended that on compassionate grounds the amount of $7 410.98 be waived. Discussion ensued and Councillor Collet Moyo felt that the applicant should not be granted a waiver ($7 410.98) but instead he should clear his debt and make payment arrangements in the usual manner."
Councillor James Sithole observed that the applicant owed Council $14 418 before the incident.
"He should have made an effort to clear his debt before reconstructing the premises. The application should therefore not be acceded to. Councillor L. Siziba said that there were special circumstances here – fire which partially destroyed the premises. In view of this, rates amounting to $7 410, 98 should be waived," reads the minutes.
The council resolved that the request by Sansole and Senda Legal Practitioners
for a reduction in rates Account 814410800 ($7 410,98) be not acceded to instead the applicant should be advised to make a payment plan to clear the debt.
