Zim judiciary has gained control of its funds - Judge

THE Judiciary Services Commission has now gained control of its funds and can now afford to have enough stationery - a judge has said. The learned judge also took a swipe at the Ministry of Justice who he accused the Ministry of Justice of neglect of the judiciary's priorities.
Addressing lawyers and guests at the High Court of Zimbabwe held in Bulawayo during the opening of the 2012 legal year, Justice George Chiweshe said the judiciary was hitherto affected by the fact that it had no control of it funds.
He said as a result the courts had to make do with a variety of problems like an acute shortage of stationery.
The judge said that was now a thing of the past the control of their budget has made them address some ills they had faced before.
The judge said in part: "Most of you are aware that that the Judicial Services Act was brought into operation by 18 June 2010 but what may not be common knowledge is that it was not until January 2011 that the Judiciary through the Judicial Services Commission gained control of its funds.
"Prior to that, the budget fell under the Ministry of Justice whose priorities did not always coincide with those of the judiciary.
"I am glad that in the short period that the Judicial Services Commission has had control of the judiciary's budget, we have witnessed a marked improvement in our operations," said the judge. He added: "The control of our budget has enabled us top set our own priorities in terms of what activities we believe will enhance pour operations and, ultimately have positive impact on justice delivery.
"For example, the supply of basic such as stationery and office provisions has dramatically improved," he said in part.
Justice Chiweshe's remarks come after the nation has witnessed marriages failing to take place at Tredgold Magistrate Court because the marriage officer (magistrate) will not be having faith pen used for signing the certificates.
Suspects have languished in remand prison because the Courts wont be having receipt books for bail amongst other embarrassing shortages.
