Leaked police MEMO on shot cop

SUBJECT: SHOOTING OF NUMBER 048194J SERGEANT MAJOR KAZEMBE JAMES N/R NUMBER 63-940608 K 63 BY NUMBER 082017Y CONSTABLE KAVHUKATEMA PHILLIP TICHAONA N/R NUMBER 75-392859 J 75: MARONDERA DOMBOTOMBO SUPPORT UNIT BASE.

This memo serves to inform you and put on record that; On the 28th of April 2017 at around 2000 hours, a call sign comprising number 070716P Lance Sergeant MAZINYANI, 081932F Constable CHAVANI, 082053M Constable DHLIWAYO and 082017Y Constable KAVHUKATEMA reported from Agos farm where they were deployed from 07 April 2017.

Whilst at Agos farm, number 078901L Constable MAZHERO M had requested pay break which was granted by Lance Sergeant MAZINYANI. Constable MAZHERO M left his rifle in the custody of Constable KAVHUKATEMA whilst proceeding to Marondera city.

Upon arrival, the call sign was debriefed by number 045741S Inspector GWATIDZO C, Commander Tango Troop. They were ordered to surrender their firearm to the Troop Quartermaster, number 064937H Constable RUGUBE T.

They were also advised that they were to join other members on standby whilst waiting for stand down on Tuesday the 2nd of May 2017. However, Constable KAVHUKATEMA handed over Constable MAZHERO's rifle number AK 1300 but did not hand over his service rifle AK 2233 with one fully charged magazine of 30 rounds.

Lance Sergeant MAZINYANI and his men sought for permission from Sergeant Major KAZEMBE to go out of camp for supper. All members were wearing troop track suits though Constable KAVHUKATEMA had complete police uniform, number five inside his troop track suit.

At around 2100 hours, Lance Sergeant MAZINYANI left Constable KAVHUKATEMA in the company of other members of the call sign at Dombotombo Shopping Centre proceeding to the base and retired to his bed.

At around 0330 hours on the 29th of April 2017, Sergeant MAZINYANI was awakened by a harsh opening of the tent by Constable KAVHUKATEMA asking for the whereabouts of Sergeant Major KAZEMBE.

Sergeant MAZINYANI sensing danger, since Constable KAVHUKATEMA was armed and pointing a firearm at him, he then pointed where Sergeant Major KAZEMBE was sleeping. Constable KAVHUKATEMA then fired two shots towards Sergeant Major KAZEMBE. One shot hit him on the right arm pit whilst the other one missed.

Lance Sergeant MAZINYANI heard Sergeant Major KAZEMBE shouting and immediately jumped and grabbed Constable KAVHUKATEMA in an effort to disarm him but failed because he also fired two shot which narrowly missed him on the head.

Other five Sergeants who were sleeping in the same tent were awakened by the gunshots and got out to investigate and immediately assumed an all round defence of the base.

Lance Sergeant MAZINYANI then left him and left for Dombotombo Police Station where he filed a report.

After the shooting, Constable KAVHUKATEMA walked out of the base through a pedestrian gate towards Harare-Mutare highway.

After Constable KAVHUKATEMA had left the base, the Troop Commander went into the tent to investigate and found Sergeant Major KAZEMBE lying on the ground in a pool of blood.

Number 053420P Lance Sergeant KEMBO tried to render first aid whilst the Troop Commander, Inspector Gwatidzo was calling for assistance from Dombotombo Police Station.

Sergeant Major KAZEMBE was taken to Marondera Hospital where he was certified dead upon arrival.

Marondera CID, DUB and Canine attended the scene and carried out a sweep in conjunction with support Unit members towards direction of the accused's flight. The team returned after losing the spoor.

Dombotombo Police RRB number 3160685 refers and investigations are in progress and the accused is still at large armed with an AK rifle serial number ZRP 2233 and a magazine of 26 rounds.
