The Harare Citizens voice on water service delivery

Community Water Alliance today 16/05/17 delivered the voice on water service delivery before the Parliamentary Portfolio Committee on Local Government, Rural and Urban Development.
The Alliance petitioned parliament on water service delivery particularly on issues of preserving an intact wetland ecosystem as a pre-condition for sustainable water provision; parliamentary oversight on revision of 1913 Water Regulations by-law; synchronization of Water Act, ZINWA Act, Urban Councils Act, Rural District Councils Act in line with the substance and procedures of Section 77(a) of Constitution of Zimbabwe Amendment (No. 20) Act 2013; review of the 2013 National Water Policy and oversight of the tendering process on water treatment chemicals.
Community Water Alliance appreciates the solidarity offered by Harare Wetlands Trust as well as Harare Metropolitan Residents Forum whose membership comprise Combined Harare Residents Association, Norton Residents Alliance, Chitungwiza Residents and Rate-payers Association, Chitungwiza Progressive Residents Association, Chitungwiza Residents Trust, Harare Residents Alliance, Epworth Residents Development Association and Simukai Residents Trust. We applaud solidarity from Zimbabwe Coalition on Debt and Development and the Centre for Community Development in Zimbabwe.
The residents' statement was clear:
We want an intact wetland ecosystem that guarantees sustainable water provision.
The 1913 Water Regulations By-law should be reviewed.
Water Laws should be reviewed to incorporate right to water enshrined in Section 77(a) of the constitution and the principles underlying the promulgation of the right to water.
2013 National Water Policy should be reviewed to stop full divestiture (privatization) of water provision.
Harare Water should avail full information of procurement of water treatment chemicals.
We expect Parliament of Zimbabwe to address concerns of citizens and also play the oversight role on issues highlighted.
