CCDZ conducts community dialogue in Chinhoyi

The Centre for Community Development in Zimbabwe(CCDZ) recently conducted Community Dialogue meetings in Chinhoyi, Karoi and Hurungwe on service delivery by government institutions.
In a communique the organisation said the Community Dialogue meetings, which were attended by an average of 60 participants per meeting, brought together stakeholders drawn from duty bearers and rights holders.
"The meetings, and a series of others to follow, seek to create platforms to deliberate on pertinent service delivery issues and find possible remedial actions to challenges affecting the communities," said Ccdz.
Ccdz emphasised on the need for councilors to always consult their constituencies and consistently give residents feedback on issues discussed by council.
"On the other hand the rights holders drawn from various interest groups and geographical locations in targeted communities were encouraged to continuously demand accountability from the duty bearers,given that they elected the duty bearers," the organisation said.
Using the Human Rights Based Approach, CCDZ enlightened the participants about the obligations of the Provincial and Local Government, "to ensure the democratic participation in government by all citizens and communities in Zimbabwe and the equitable allocation of national resources and the participation of local communities in the determination of development priorities within their areas."
Residents were also told that the constitution (Chapter 14) stipulates that,there must be devolution of power to lower tiers of government in Zimbabwe.Equally emphasis was on the Bill of Rights(Chapter 4) ,particularly on the Socio-Economic Rights which are entitled to all citizens and that the state is obliged to fulfil those rights.
Residents generally lamented the politicization of service delivery,with some wards perceived to be sympathetic to opposition being left in almost all developmental issues.
Partisan distribution of food is also continuing unabated,whilst those who are critical of local authorities are being labelled opposition supporters.
In Hurungwe all traditional leaders received 2 blankets (2 in 1) courtesy of Zanu PF and the majority of them have been conscripted into the structures of the ruling party.Villagers highlighted that,some village heads are threatening to evict them from the village if they associate with opposition.
In the same context village meetings and ward assembly meetings are now dwelling on promoting the hegemony of Zanu PF ahead of the 2018 plebiscite.
