South Africa's Central Methodist Church reverend Paul Verryn said the never-ending political crisis in Zimbabwe was still attracting people to South Africa.
He said hundreds of Zimbabweans were flocking to the church in the Johannesburg central business district with asylum seekers finding it difficult to renew their permits.
Verryn and the Crisis in Zimbabwe Coalition said elections in Zimbabwe would not be feasible in the absence of key reforms.
The reverend said many Zimbabweans agree and that was why he was receiving more refugees.
"The situation has not abated in any way. From the South African perspective, everything is fine in Zimbabwe."
The mission made headlines when reports emerged that hundreds of illegal Zimbabwe nationals flocked to the church to seek refuge.
Some activists claim the church is not suitable for human habitation.
