Zimbabwe makes headway in Ease of Doing Business

VICE-PRESIDENT Kembo Mohadi said the Government continues to explore various measures to improve the Ease of Doing Business as it forges ahead to promote economic growth and development in the country.

Speaking at the Zimbabwe National Chamber of Commerce (ZNCC) Matabeleland Annual Awards ceremony in Bulawayo on Friday evening last week, VP Mohadi said the Government is in the process of implementing further Ease of Doing Business reforms.

VP Mohadi was the guest of honour at the awards ceremony, which were held under the theme: "Steering Zimbabwe towards enterprise development, corporate entrepreneurship and sustainable growth".

"Government is seized with Ease of Doing Business reforms as part of the broad measures being implemented by the Government of Zimbabwe to promote economic growth and development in line with His Excellency the President Emmerson Mnangagwa's vision that Zimbabwe is Open for Business," said VP Mohadi.

The reforms are being implemented underpinned by the Rapid Results Approach, which was adopted by the Government in 2014 and co-ordinated from the Office of the President and Cabinet.

"The reforms will promote a thriving and robust private sector for high and inclusive growth as well as sustainable development," said VP Mohadi.

He said the Government has taken considerable strides towards improving the Ease of Doing Business in the country through enacting a number of policies over the past few years.

The Government has overseen a number of legislative reforms with six Bills having been reviewed and enacted into law and these are Banking Act Amendment number 12/2015 which was enacted in 2016, the Deeds Registry Amendment Bill in 2017, Judicial Laws Ease of Settling Commercial Dispute Bill (2017), Movable Property Security Interests Bill (2017), Public Procurement and Disposal of Public Assets Bill in 2017 and Estates Administrators Act, this year.

"Of the remaining Bills, two of them, that is, the Shop Licensing Amendment Bill and Insolvency Amendment Bill have passed by Parliament and are being processed for assent and signature by His Excellency the President. The Companies and Other Entities Bill is with the Parliamentary Legal Committee.

"The remaining two legislative Instruments that is, the Regional, Town and Country Amendment Bill and Principles to amend the Manpower Development Act and the Nssa Act have not yet been introduced to Parliament," said VP Mohadi.

He said in addition to the main Acts, Government was also reviewing more than 20 Statutory Instruments various ministries, departments and agencies.

"In addition to the main Acts, more than 22 Statutory Instruments from various ministries, departments and agencies are also being reviewed by Government to make them friendlier to investment by removing some of the inherent operational bottlenecks.

"Further, a lot of administrative procedures, timelines and costs have been reviewed and streamlined," said VP Mohadi.

He said the future economic growth of the country was expected to be spurred by the private sector.

"Revenues by the Government in one way or the other will be reinforced by revenues generated by the private sector.

Government is fully aware of the importance of the private sector as it continues to adapt its policies in order to create an enabling environment for sustainable business operations . . . ," said VP Mohadi.

He said the implementation of Command Agriculture, Command Fishing, Command Livestock and Command Poultry are low hanging fruits of Government's strategy of ensuring the country has adequate food supplies while dualisation of roads that lead to border posts is a deliberate move to ensure that business is  conducted easily with accessibility being made easier.

VP Mohadi said the Government was making concerted efforts to ward off corruption as realised by the appointment of the Anti-Corruption Commission further stating that corruption was stifling the country's economic growth and development.

"Fighting corruption is a key performance metric for the Government administration.

However, the Government cannot go it alone hence, collectively, jointly in the fight against corruption for the benefit of the current and future generations," he said.
