ZCTU SG questions change of system in Zanu PF govt

Zimbabwe Congress of Trade Unions (ZCTU) secretary general Japhet Moyo has questions if the Zanu PF government systems have changed to allow rational minds in some of the ministers like Finance Minister Mthuli Ncube to work.
"Has the system changed to allow the 'new cabinet' to execute its duties and implement government policies without interference? What are those policies if ever they are there that the 'new' team would implement? Is it the election manifesto or the inauguration speech that the 'new' cabinet would implement? Would the team be directed from Shake Shake house or Munhumutapa building?," he asked.
"Or they would be directed by many press statements from Cdes who call themselves stockholders? We welcome the 'new ' team but it is not going to be about their CVs but how they are allowed to independently implement inclusive and people oriented policies that benefit everyone."
"We have not been short of qualified personel before but we have been found wanting on formulation and implementation of policies. One glaring blunder was the introduction of the bond notes that was meant deliberately to open up corruption within the financial system."
He said all economic evidence put forward that this so called 'incentive' would be abused was just ignored. Was raiding of people 's depositors by the RBZ a good policy?
"The task ahead of them is big ; the toxic politics that has scared investors; the disputed election; policy inconsistency etc. Probably this looks like a football team asked to play its game in water logged and unmarked pitch with no goal posts," he said.
