Local govt has crossed difficult path since year 2000

MDC Alliance official Sessel Zvidzai has said the local government sector has traversed a very difficult path since the advent of the MDC in 2000.
He said MDC has since then managed to control the provincial capitals and municipalities ( In this aliquot I will not explore why).
"This pattern angered Zanu pf so much that they employed over the past two decades an angry strategy "that if its not Zanu..then it must be noone". Thus effectively strangulating the sector through, Excessive interference, Rescission( unlawfully) of legitimate and sovereign decisions of elected councils, Denying councils fiscal support, Firing Mayors, Enfeebling of Mayors by reducing their powers..doing away with executive mayors and Financially crippling councils by taking away sources of revenue eg vehicle licence fees," he said.
Zvidzai said all this was a strategy to cause failure and hopefully affect the electoral fortunes of MDC in the Urban areas.
"Anybody who believes this strategy today needs thorough examination of the their faculties. It has failed to work in the past 2 decades. It is against this background that as Alternative Minister of local government, I shall seek to engage Minister July Moyo so that we can compete on higher value propositions than on affecting services to the citizens of our cities," he said.
"Ministers Ignatius Chombo and Saviour Kasukuwere were of the firm belief that punishing voters for their preferences would work. Well as we all know and hopefully Minister J Moyo knows...its a sterile strategy."
