ZANU PF s provincial secretary for finance in Bulawayo might soon recalled from his position amidst accusations that he has set up parallel structures stuffed with illegal money changers in a plot to unseat Provincial Chaiperson Dr Callistus Ndlovu.
In a letter seen by Bulawayo24 addressed to the Dr. Ndlovu, and signed by Central Committee members, it set out the allegations and recommendations as follows:
• Cde Josiah Mutangi of Ward 1 and some of his colleagues are linked to allegations of setting up of parallel structures with the intention of removing the current chairman Dr. Calistus Ndlovu, replacing him with Cde Mlungisi Moyo and Cde Mutangi as District Chairman. There is no formal ZANU PF structure in Ward 1.
• Within the City Centre a large number of the membership are money changers and it was mentioned that the party candidate for MP Cde Mlungisi Moyo was a money changer and cash baron.
• It was reported that the constituency vehicle allocated to Cde Mlungisi Moyo is not being used on party programs of the constituency.
It if further alleged that on 13 October the pair left a party meeting midway after allegations from party members that Moyo was involved in unethical business of money changing and money heading.
"The impression that appears to have been created in the minds of some party cadres is that the party condones some form of errant behaviour and illegal activity within communities and among some of its own office bearers. Land barons, cash barons, money changers, mshikashika, conning of the poor, fake medicine and many other activities that go on around our communities with impunity. Can the party adopt an unequivocal position on issues of this nature in order to assist in maintaining discipline within its ranks."
The meeting recommended that:
• Cde Josiah Mutangi should be barred from getting involved in all affairs relating to the city centre.
• Cde Mlungisi Moyo should be recalled from the province and he should surrender party property in his possession.
Moyo is the losing candidate for Bulawayo Central constituency. He risks losing his constituency vehicle if the provincial coordinating committee upholds the recommendations of the letter.
