Bulawayo City Council wants to increase rates by 42% without consulting residents leaked council minutes have revealed.
The minutes which are written CONFIDENTIAL say: In response to a point raised by Alderman C Zama, the Chamber Secretary advised in the 2007-2008 financial years when council faced with a similar situation, it had to set up a Crisis Committee that dealt with increasing service charges as per the escalating inflation rate. This meant that the council did not to continuously consult residents as the Crisis Committee would increase the service charges without consultations.
That a supplementary budget be crafted which will increase tariffs by 42%and the proposal be sent to the Ministry with a rider seeking authority for Council to increase tariffs at any given time without having to undertake further consultations in terms of the Urban Councils Act.
Councillor Arnold Batirai walked out of the meeting after offering a dissenting view.
