3 Bulawayo councillors sucked in parking tender scam

Three Bulawayo councilors have been fingered in an elaborate plan to award a tender for parking space in the City.
A leaked audio recording that is in possession of this publication reveals that The Deputy Mayor Tinashe Kambarami, Ward 4 Councillor Silas Chigora and Councilor Ernest Rafa Moyo are were in the lead towards giving a Harare based company a tender to operate parking space without following the necessary procurement procedures.
In the audio, Town Clerk Christopher Dube is in a conversation with Deputy Mayor Kambarami advising him not to engage the Harare company without going to tender.
Kambarami is heard telling Dube that the deal is not under procurement rules because the Council is not hiring anything from the company but merely allocating land for the parking space.
Dube then informs Kambarami that Zimbabwe Anti Corruption Commission has been given arresting powers and he does not want to see the councilors arrested.
Dube further adds that if the councilors go ahead with their plan they will remember him.
The conversation ended with Kambarami telling Dube that they will meet the day after.
Things took a different twist when Kambarami wrote a leter suspended the town clerk based on some corruption allegations.
The suspension was later overturned by the Mayor Solomon Madlala Mguni who said the whole thing was done without following council procedure.
On Friday the residents of Bulawayo gathered at a meeting organized by BPRA and resolved that the councilors must be replaced with a commission.
Meanwhile, Local Government Minister July Moyo has dispatched an investigation team to investigate the Bulawayo issue.
