Mohadi proposes peace studies for security sector

VICE President Kembo Mohadi has proposed peace studies for State security agents for the country to avoid unnecessary conflicts.
Presenting the National Peace and Reconciliation Commission (NPRC) report in the Senate on Thursday, Mohadi said the recommendations made by the NPRC would promote peace, healing and reconciliation.
"In their report, the commission makes the following recommendations to this august House for consideration: That security services should mainstream peace studies in their pre-service curriculum and involve interested stakeholders in curriculum development.
"That the public be educated on the security services internal complaints handling and feedback mechanism," Mohadi said.
This comes as rights groups have claimed that dozens of opposition figures and activists were being tortured and assaulted in a retributive exercise by suspected security agents.
On its part, the government refuted the allegations - claiming instead that the opposition was working with foreigners to destabilise the country.
On the other hand, Mohadi said existing laws must be strengthened to deal with hate speech by public officials, institutions, media houses and citizens in public places, social, print and electronic media platforms.
"The Parliament must expedite the enactment of the Provincial Councils Act in line with the Constitution in order to operationalise devolved provincial structures.
"Madam President, the NPRC noted that the year 2019 was very challenging, primarily because of inadequate financial resources as a result of the hyper-inflationary environment," Mohadi said.
He said the government must support the deployment of monitoring and evaluation of staff in all its departments to monitor support programmes for fairness, adequacy and non-partisanship.
"Engagements with and collaboration with various stakeholders such as traditional leaders, political parties, civil society organisations and the security sector; preparations for public and private hearings to help victims of past conflicts secure closure, healing and reconciliation; pioneering programmes to promote social cohesion as well as conducting scenario analysis programmes in order to anticipate future potential conflicts," he added.
