Movement for Democratic Change leader Morgan Tsvangirai told hundreds of supporters in Zaka that he will only take part in elections if Sadc, the African Union and United Nations observers are deployed in the country to monitor the crucial polls.
He also said he will boycott the elections if the military was allowed to continue running President Mugabe's campaign.
Tsvangirai on warned that he could pull out of the inclusive government if his supporters continued to be victims of political violence.
Addressing thousands of villagers at Rutenga grounds in Zaka, Tsvangirai said he would soon convene an emergency council meeting to decide whether or not to stay in the inclusive government.
He accused President Mugabe of being a hypocrite, who denounced violence by day and promoted it by night.
He also said he would confront President Mugabe and tell him to "shape up or the MDC-T will ship out."
