Chombo's decision is not official

After what is allegedly an unfair dismissal of two MDC-T Harare councillors by Local Government Minister, Ignatius Chombo. His deputy minister Sessel Zvidzai on Friday wrote to councillors Warship Dumba and Casper Takura advising them to disregard Chombo's order and return to work.
Zvidzai says Chombo acted unilaterally and therefore his decision was not the official position of the ministry.
In the letter the deputy minister states that "The decisions to fire the above councillors were done in the absence of any consultations with the office of the Deputy Minister. I only learnt of this in the weekend paper.
"I wonder whether this can constitute a ministry position. Such decisions enjoin us all to the consequences of same. If this represents ministry position, then the dismissals are a nullity and the councillors should go back to work pending the constitution of an independent and impartial inquiry committee."
On Friday Dumba was seen entering the Town House and the security officers who were supposed to have barred him from entering the premises had let him in, an indication they could have abided by the deputy minister's reinstatement order.
