Small Enterprises Development Corporation Amendment Bill passed!

On Tuesday the Small Enterprises Development Corporation Amendment Bill was passed through the House of Assembly. It was not the same for the General Laws Amendment Bill which has been adjourned to Wednesday 6 Apr 2011. Legislators raised concerns on certain clauses in the proposed amendment especially on changes with regards to government procurement procedures.

The bill, which sailed through the lower house after passing a third reading and committee stage, seeks to set a Small and Medium Enterprises Advisory Council that shall oversee the operations of micro-small and medium enterprises.

The amendment also seeks to establish a fund that shall be earmarked to assist small to medium entrepreneurs, who employ about 60% of the country's workforce.

The General Laws Amendment Bill seeks to address certain shortfalls in various pieces of legislation on areas such as the change of certain figures that were quoted in Zimbabwean dollars to US dollar regime.

It also seeks to address the change of the title of the Commissioner General of Police from Commissioner as was stipulated by the Police Act as well as to change the penalty of rhino poaching to a minimum of 10 years imprisonment in a bid to protect the endangered species from a threat of extinction it is facing, among others.
